Authorizes the Department of Finance and Administration to grant A.J. Warren a perpetual easement for ingress/egress across state-owned property in the Howard Miller Wildlife Management Area in Issaquena County, Mississippi.

Easement is 20 feet wide (10 feet on either side of a centerline) and runs approximately 7,960 feet westerly along an existing turnrow road, terminating at the south line of Arthur J. Warren, III's property.

Easement benefits inure solely to the grantee and shall be revoked if the grantee sells or otherwise conveys its property interest.

State of Mississippi retains the right to use the property for any purpose determined to be in the state's best interest without limitation by the easement grant.

Takes effect upon passage.
