Requires the State and School Employees Health Insurance Management Board to use competitive procurement procedures with a request for proposals (RFP) when obtaining health insurance coverage for Mississippi's CHIP program.

Mandates publication of procurement notice in newspapers of general circulation at least once weekly for three weeks before the proposal deadline and requires RFP to include weighted evaluation criteria for cost and technical merits.

Establishes an internal review committee of at least three board members to evaluate all proposals using consistent criteria, with inter-rater reliability analysis and three-year retention of all evaluations.

Requires consultation with the Mississippi Department of Insurance for reference checks, development of a "best and final" offer process, and debriefing procedures for unsuccessful proposers after board selection of an insurer.

Mandates maintenance of detailed work papers documenting major decisions in RFP development, creation of evaluative tools, and proposal scoring to justify the board's insurer selection, effective July 1, 2011.
