Declares it public policy that children are adversely affected when parents with outstanding child support obligations divert financial support to gaming, and that gaming winnings should be applied to support obligations.

Requires the Mississippi Gaming Commission to promulgate rules for gaming licensees to withhold progressive slot machine annuities and cash gaming winnings from persons with outstanding child support arrearages before payment.

Directs gaming entities to deduct child support arrearages from winnings and forward the deducted amount to the Department of Human Services Division of Child Support Enforcement within 7 days.

Allows gaming entities to deduct an administrative fee not to exceed $35.00 per payment from withheld winnings and provides liability protections for entities and their officers who comply with withholding procedures.

Permits obligors to challenge encumbrances only on grounds of mistaken identity or incorrect arrearage amount, with a 20-day release period unless a court hearing is pending.
