Establishes the Mississippi Civil Rights Museum Commission comprised of representatives from state archives, tourism, five historically black colleges, civil rights organizations, and gubernatorial/legislative appointees to oversee museum creation and operations.

Commission responsibilities include selecting a permanent museum site in Mississippi, defining the mission (which must include music's role in the Civil Rights Movement), employing a Director/Curator, and planning initial construction.

Commission must establish a 501(c)(3) nonprofit corporation with a board of directors to assume permanent governance and management of the museum by January 1, 2012.

Creates the Mississippi Civil Rights Museum Fund as a separate state treasury account to receive appropriated funds and private donations for museum preplanning, construction, and operations, with unexpended amounts not reverting to the general fund.

Commission shall pursue accreditation from the American Association of Museums and seek private funding sources to support the museum's development.
