Establishes a Mississippi Civil Rights Museum Commission comprised of state officials, university presidents, civil rights representatives, and gubernatorial appointees to oversee creation of a civil rights museum in Mississippi.

Grants the commission authority to select the museum site, define its mission (including depiction of music's role in the Civil Rights Movement), employ a director and curator, and develop collection plans and policies.

Requires the commission to establish a 501(c)(3) nonprofit corporation with a board of directors to assume permanent governance and management of the museum by January 1, 2012.

Authorizes issuance of up to $25,000,000 in general obligation bonds by the State Bond Commission to fund designing, preplanning, construction, equipping, and furnishing of the museum.

Establishes a dedicated "2011 Mississippi Civil Rights Museum Construction Fund" within the State Treasury to receive bond proceeds and disburse funds for museum costs, with any remaining funds applied to bond debt service.
