Confirms that all commitments to correctional institutions or facilities are made to the Department of Corrections rather than to specific facilities, with the commissioner maintaining assignment authority.

Authorizes the commissioner to assign newly committed offenders to appropriate facilities based on public safety needs, with maximum security offenders initially assigned to Parchman facility per the sentencing judge's recommendation.

Preserves the department's authority to establish and operate a community prerelease program for eligible offenders with six months or less remaining before release, subject to specified requirements and supervision.

Grants the commissioner absolute immunity from liability for injuries resulting from decisions to allow offenders to participate in the community prerelease program.
