Amends Section 47-5-931 of the Mississippi Code to add Quitman County to the list of counties with which the Department of Corrections may contract to house state inmates in regional facilities.

Allows the Department of Corrections to contract with Quitman County's board of supervisors to provide housing, care, and control of state offenders at a regional correctional facility.

Regional facilities must be designed, constructed, operated, and maintained according to American Correctional Association standards and comply with all constitutional and court standards.

Takes effect July 1, 2011.
