Appropriates $6,000,000 from the State General Fund to the Mississippi State Department of Health for fiscal year ending June 30, 2012.

Allocates $3,500,000 to develop and operate two STD/HIV specialty clinics based on the Crossroads Clinics model in Jackson Medical Mall locations in north/central and southwest Mississippi.

Allocates $2,000,000 to provide HIV antiretroviral medications at no cost to Mississippians living with HIV who cannot afford or qualify for assistance programs.

Allocates $500,000 for science-based STD/HIV prevention and education in counties surrounding the two clinics.

Unspent funds do not lapse into the State General Fund at fiscal year end; takes effect July 1, 2011.
