MS SB2655

Establishes a Commission on School Payroll, Business and Procurement Efficiency with members including the State Fiscal Officer, State Superintendent of Education, representatives from school associations, and three appointees selected by the Governor, Lieutenant Governor, and State Treasurer.

Requires the commission to develop an implementation plan and report to the 2012 Regular Session of the Legislature by January 1, 2012, detailing how to bring coordinated payroll, business, and procurement services online for all school districts.

Directs the commission to review laws, rules, regulations, and procedures affecting school payroll and procurement systems; identify required modifications and enhancements; and identify compliance requirements.

Mandates the commission's report include anticipated savings and efficiencies from consolidating payroll, business, and procurement functions, plus recommendations for consolidating or outsourcing shared information technology and telecommunications services in coordination with the Mississippi Department of Information Technology Services.

Takes effect July 1, 2011.
