Requires each state agency to prepare and implement a policy for managing and selling surplus computer and electronic equipment, with hard drives degaussed and cleared of data within 90 days of replacement.

Allows agencies to offer surplus computers for sale first to primary users (within 30 days) and then to other agency employees (within 45 days) at prices not less than 10% above depreciated value, or to public schools at 5% above depreciated value.

Establishes the Computer and Electronic Recycling Fund administered by the Mississippi Department of Environmental Quality, funded by 25% of proceeds from equipment sales, to support market research, statewide recycling contracts, and promotion of recycling and demanufacturing options.

Directs the Department of Environmental Quality to study long-term disposal solutions including parts harvesting, reuse, donation, demanufacturing, and emerging technologies, with a report to be submitted to the Legislature.

Authorizes the Department of Environmental Quality to establish rules banning disposal of computer and electronic equipment in Mississippi landfills, with an effective date no sooner than January 1, 2013.
