Authorizes the Mississippi Commission on Environmental Quality to establish and collect fees sufficient to cover all direct and indirect costs of permitting and permitting-related programs, with fees reviewed at least annually and capped at state expenses exclusive of federal funding.

Creates the "Department of Environmental Quality Program Fund" as a special trust fund to receive all collected fees, grants, donations, and other sources, with interest credited to the fund and carryover balances retained for the following fiscal year.

Requires the commission to file annual reports by July 31 to the Governor, Lieutenant Governor, and Speaker of the House detailing fee types, amounts collected, and the ratio of general fund appropriations to environmental fees.

Permits the commission to enforce fee collection through administrative and legal action, impose late fees for delinquent payments, and revoke permits for fees unpaid within 90 days of the due date.

Amends multiple code sections to authorize the commission to establish fees for surface mining permits, water well contractor licenses, hazardous waste pollution prevention, and surface mining permit certificate of compliance filings, with all fees deposited into the Department of Environmental Quality Program Fund.
