Authorizes the Department of Agriculture and Commerce to accept, budget, receive, and expend funds from any source for facility improvements and marketing/promotion programs.

Allows the department to permit federal, state, local, and public/private/charitable entities to advertise their names on department property and in publications, with advertising revenue retained for facility improvements and marketing.

Establishes a special fund in the State Treasury for collected advertising and other revenues, with unexpended monies carrying forward each fiscal year and interest earnings deposited into the fund.

Authorizes the department to dispose of or sell obsolete, unused, or unclaimed property and artifacts from the Mississippi Agriculture and Forestry Museum, with proceeds transferred to a nonbudgeted enterprise fund for museum improvements and promotion.

Effective July 1, 2011.
