Creates "Dylan's Law" to establish safety requirements for consumer gasoline handling and storage in Mississippi, effective July 1, 2011

Requires gasoline safety cans with spring-loaded caps for carrying, dispensing, and storing gasoline in quantities not exceeding five gallons

Mandates safety can caps close automatically when released and vent excessive internal vapor pressure at approximately five pounds per square inch to prevent rupturing or explosions

Requires spouts be equipped with flame-arrester screens designed to prevent outside fires from reaching gasoline inside the can while allowing vapors to burn around the spout

Prohibits carrying gasoline in vehicle trunks, even if contained in approved gasoline safety cans
