Amends Section 99-3-28 to revise probable cause hearing requirements for teachers, jail officers, counselors at adolescent offender programs, and sworn law enforcement officers arrested for crimes committed during official duties.

Eliminates the requirement for a probable cause hearing if the accused has been indicted for the alleged criminal act before the hearing is commenced or completed.

Allows a circuit court judge to issue an arrest warrant without a probable cause hearing if evidence shows significant risk the accused will flee jurisdiction or poses a threat to public safety.

Requires law enforcement to immediately present charges against covered employees to the county prosecuting attorney, who must present the matter to a circuit judge for disposition.
