Extends the repeal date from July 1, 2011 to July 1, 2015 for a law restricting privately operated correctional facilities in Mississippi from importing inmate-manufactured goods from other states

Prohibits private prisons from purchasing goods made by out-of-state inmates if Mississippi Prison Industries already manufactures the same products using Mississippi inmates

Allows an exception permitting out-of-state procurement only if the goods can be obtained at least 30% cheaper than products from Mississippi Prison Industries Corporation

Applies specifically to goods used by inmates housed in Mississippi facilities
