Establishes a statewide "Blue Alert" system developed and implemented by the Bureau of Investigation of the Department of Public Safety to aid in investigating and apprehending perpetrators who kill or seriously injure law enforcement officers.

Authorizes activation of the Blue Alert when a suspect in a case involving death or serious injury of a peace officer remains at large and law enforcement determines the suspect poses a serious threat to the public, with sufficient information available for public dissemination.

Allows the alert area to be less than statewide if the director determines the suspect likely did not leave a certain geographic location.

Requires law enforcement agencies to verify activation criteria and assess appropriate alert boundaries before requesting activation of the system.

Mandates termination of the Blue Alert when the suspect is located, the incident is resolved, or the director determines the alert is no longer an effective tool for locating the suspect; provides civil immunity for entities disseminating Blue Alerts.
