Deletes the repealer on a law that imposes an assessment of 3 cents per bushel on all rice grown in Mississippi (initial 2 cents established July 1, 1991, plus 1 additional cent)

Assessment is collected by the Mississippi Department of Agriculture and Commerce from rice purchasers at first point of sale and deposited into the Mississippi Rice Promotion Fund

Department may retain up to 3.5% of gross collections for administrative costs, with remaining funds remitted to the Rice Promotion Board

Requires rice purchasers to maintain records for two years showing bushels purchased and assessment deductions, with records subject to department inspection

Takes effect upon passage
