Expands the Board of Certified Court Reporters' disciplinary authority to include persons holding themselves out as court reporters and anyone engaged in unauthorized court reporting practice within Mississippi.

Creates a new civil infraction for practicing court reporting without a license or temporary permission, with a $500 fine per violation and each day treated as a separate infraction.

Prohibits unlicensed persons from bringing legal action to recover fees for court reporting services performed in violation of licensing requirements.

Defines "court reporter" as a Certified Shorthand Reporter or Certified Stenomask Reporter and "the practice of court reporting" to include making verbatim records by shorthand or stenography of testimony, proceedings, and depositions.

Takes effect July 1, 2011.
