Amends Section 83-3-24 of the Mississippi Code to require the Rating Bureau to consider mileage, condition, and maintenance of fire trucks rather than age when rating municipalities and fire districts, including rural and volunteer fire departments.

Requires the Rating Bureau to publish guidelines for grading fire trucks and awarding credits used to determine fire ratings no later than January 30 of each calendar year.

Mandates the Rating Bureau distribute guidelines in hard copy to each municipality and fire district, including rural and volunteer fire departments, by January 30 of the calendar year the guidelines will be applied.

Prohibits the Rating Bureau from recommending fire truck replacement before the next calendar year's grading process if a fire truck meets the published guidelines.

Establishes the alternative water supply standard as 250 gallons per minute for a sustained period of one hour for fire department grading purposes.
