Requires all retail dealers and distributors of gasoline doing business in Mississippi to stock, store, and offer for sale nonethanol-blended unleaded premium grade gasoline with an antiknock index number of 91 or greater.

Defines "retail dealer" as any person operating a service station, filling station, store, garage or other business selling motor fuel for vehicles with internal combustion engines.

Defines "distributor" as any person engaged in the sale, consignment or distribution of petroleum products to wholesale or retail outlets.

Authorizes the Commissioner of Agriculture and Commerce to promulgate rules and regulations necessary to implement the requirement.

Effective July 1, 2011.
