Prohibits smoking in all state government buildings, including the State Capitol, state office buildings, and judicial buildings, as well as buildings owned or leased by counties, municipalities, and other political subdivisions.

Bans smoking in any vehicle owned, leased, or operated by the State of Mississippi and in buildings or vehicles owned or leased by the State Institutions of Higher Learning and public community and junior colleges.

Prohibits smoking within 20 feet outside entrances, operable windows, and ventilation systems of government and university/college buildings, and in public transportation stations, platforms, or shelters operating under state or local authority.

Establishes penalties of up to $50 fine for violations, designates violations as a public nuisance subject to injunction, and allows persons in control of buildings to designate additional smoke-free areas with proper signage.

Requires the Mississippi State Department of Health Office of Tobacco Control to maintain a toll-free reporting line for violations and provide free "No Smoking" signs to building managers; effective July 1, 2011.
