Extends the automatic repealer date for the Emergency Medical Services and Trauma Care Services Fee Program from 2011 to July 1, 2014.

Clarifies that trauma care system fees collected from healthcare facilities must be used exclusively for the statewide trauma system and cannot lapse into the State General Fund.

Adds a representative from the Mississippians for Emergency Medical Services to the Emergency Medical Services Advisory Council.

Levies a $50 point-of-sale fee on retail sales of all-terrain vehicles and motorcycles, with proceeds deposited into the Mississippi Trauma Care Systems Fund.

Levies a $50 fee on Mississippi residents who purchase new motorcycles or all-terrain vehicles out-of-state and bring them into the state, collected at registration or by the Department of Revenue.
