Reenacts sections 75-67-501 through 75-67-537 of the Mississippi Code of 1972, establishing the Mississippi Check Cashers Act with licensing requirements for check cashing businesses.

Requires check cashers to obtain individual licenses for each location at $750 initial fee and $475 annual renewal fee, with a $10,000 surety bond or equivalent deposit.

Limits check cashing fees to 3% or $5 minimum for government checks, 10% or $5 minimum for personal checks, and 5% or $5 minimum for other checks; delayed deposit checks capped at 18% fee with maximum face value of $400.

Prohibits check cashers from operating at same location as pawnshops or loan companies, requires compliance with zoning laws, and mandates deposit of regular checks within three business days.

Extends the repealer date of the Check Cashers Act from an earlier date to July 1, 2017, and takes effect July 1, 2011.
