Amends Section 83-3-24 of the Mississippi Code to require the Rating Bureau to consider mileage, condition, and maintenance of fire trucks rather than age when rating municipalities and fire districts, including rural and volunteer fire departments.

Mandates the Rating Bureau publish guidelines for grading fire trucks and awarding credits used in determining overall fire ratings by January 30 of each calendar year the guidelines will be applied.

Requires the Rating Bureau to make published guidelines available on its website to each municipality and fire district, including rural and volunteer fire departments, by January 30 of the year of application.

Prohibits the Rating Bureau from recommending fire truck replacement before the next grading process if a fire truck meets the published guidelines.

Establishes the alternative water supply standard for grading fire departments at 250 gallons per minute for a sustained period of one hour; effective July 1, 2011.
