Senate Bill 2766 Summary

• Reenacts and amends Mississippi Code sections governing the State Board of Cosmetology, which consists of five members appointed by the Governor with Senate confirmation and must serve four-year terms with no more than two members from each Supreme Court district.

• Requires the State Board of Cosmetology to contract with a recognized testing service to conduct examinations for cosmetologists, estheticians, manicurists, wig specialists, and instructors, and prohibits board members from personally administering examinations.

• Mandates that all cosmetology schools only admit students who have successfully passed either the General Aptitude Test Battery (GATB) or Test of Adult Basic Education (TABE).

• Establishes or modifies various licensing fees including $50 for initial cosmetologist/manicurist/esthetician licenses, $80 for instructor licenses, $70 for master cosmetologist licenses, and eliminates renewal fees for licensees age 70 and older.

• Extends the repealer date for cosmetology board sections from July 1, 2011 to July 1, 2013, allowing the board to continue operating beyond the original sunset provision.
