Authorizes the State Board for Community and Junior Colleges to levy fees from proprietary schools to recover costs of audits, investigations, hearings, and accreditation activities under Section 73-15-25.

Empowers the State Board to determine the amount of application, renewal, and program registration fees for schools and agents after receiving recommendations from the Commission on Proprietary School and College Registration.

Requires applicants for agent permits to post surety bonds and establishes procedures for agent permit issuance, renewal, and revocation based on good moral character and fraud prevention.

Modifies surety bond requirements to allow cash, certificates of deposit, or government bonds as alternatives to traditional bonding companies for both school registrations and agent permits.

Takes effect July 1, 2011.
