MS SB2773

Directs the Mississippi Education Achievement Council to research and develop a new funding mechanism for public community colleges and state institutions of higher learning based on productivity goals, accomplishments, and enrollment.

Requires the Education Achievement Council to submit a report with necessary legislation to the Governor and appropriate legislative committees by November 1, 2012, for consideration during the 2013 Regular Session.

Establishes the Education Achievement Council's composition of 23 members, including legislative committee chairmen, state education officials, university and community college representatives, and business leaders.

Requires the Education Achievement Council to establish education achievement goals, develop planning processes, and establish benchmarks to measure progress including degrees awarded per 100 full-time equivalent students.

Takes effect July 1, 2011.
