Allows municipalities participating in a regional airport authority to share a single commissioner position with another non-participating municipality if all involved parties adopt authorizing resolutions.

Requires the initiating municipality, joining municipality, all other participating municipalities, and the regional authority commissioners to consent to the shared commissioner arrangement through resolution.

Mandates that municipalities sharing a commissioner position must reach an agreement on the method for jointly appointing their shared commissioner.

Grants the jointly appointed commissioner the same powers, authority, duties, and obligations as other regional airport authority commissioners.

Requires public hearings and at least 10 days' notice in local newspapers before any municipality adopts a resolution authorizing changes to regional airport authority membership.
