Directs the Mississippi Department of Information Technology Services (MDITS) to manage one or more State Data Centers to provide information technology services to state agencies on a cost-sharing basis, with authority to consolidate computer hardware, software, and use virtualization technology.

Requires MDITS to develop a four-year strategic plan by July 1, 2013 to consolidate information technology operations for specified state agencies including the Governor's Office, Department of Corrections, Department of Human Services, and others.

Authorizes MDITS to set and charge fees to state agencies receiving State Data Center services sufficient to cover direct and indirect costs, and prohibits agencies from spending appropriated funds on State Data Center services without executive director approval.

Mandates state agencies and institutions provide full cooperation and assistance to MDITS consolidation efforts and report progress in the annual January report to the Legislature.

Establishes that board members of MDITS shall continue serving after term expiration until successors are appointed, and makes conforming amendments to existing information technology procurement statutes.
