Exempts construction projects funded wholly or partially by federal grants from Mississippi's certificate of responsibility requirements if those requirements conflict with federal law, rules, or regulations.

Allows projects funded by federal grants to be exempt from state bid submission requirements, including the requirement to display a certificate of responsibility number on bid envelopes.

Establishes that federal requirements shall control over state requirements for bids and awards when airport authorities receive federal grants and conflicts exist between federal and state requirements.

Applies exemptions to sections 31-3-15 and 31-3-21 of Mississippi Code regarding contractor certificates and bid procedures, and to section 61-3-25 regarding airport authority grant acceptance.
