Amends Section 49-15-64.4 of Mississippi Code to allow live bait camp applications to be submitted at any time, removing previous submission restrictions.

Live bait camps may be inspected within 30 days after receipt of a completed application.

Maintains existing annual privilege taxes of $100 per boat for live bait catcher boats (maximum 2 boats per license) and $50 for live bait dealers.

Live bait dealers must provide written application including boat name, captain name, sales tax number, location within three coastal counties, and operating hours of at least 8 hours per 24-hour period.

Establishes penalties of $5,000 for first offense and $10,000 plus license forfeiture for subsequent offenses for purchasing shrimp from live bait camps for non-recreational purposes.
