Removes the July 1, 2011 repeal date on provisions authorizing enforcement agents of the Alcoholic Beverage Control Division of the Department of Revenue to enforce light wine and beer laws.

Grants enforcement officers of the Alcoholic Beverage Control Division authority to enforce provisions prohibiting sale of light wine or beer to persons under age 21, with specific investigation and notification procedures.

Requires the Alcoholic Beverage Control Division to notify permit holders of complaints by certified mail or hand delivery, except when complaints originate from law enforcement officers.

Establishes notification timelines for enforcement officers discovering violations: within 10 days for on-premises consumption businesses and within 72 hours for off-premises businesses.

Makes the act effective July 1, 2011.
