Consolidates month and year of expiration information onto a single license decal instead of separate decals for motor vehicle registration tags.

Requires the Department of Revenue to design self-adhesive decals numbered in the manner specified by the department to reflect license expiration dates on license plates.

Updates over 40 sections of Mississippi Code relating to distinctive license plates to specify that tax collectors shall issue up to two (2) license decals expiring in the same month and year as the regular license tag.

Applies conforming changes across all distinctive license plate programs (diabetic awareness, realtor, forestry, nurses, legal assistance, cancer awareness, veterans, etc.) to maintain consistency with the new single-decal expiration system.

Effective July 1, 2011.
