Amends Mississippi Code Section 73-21-127 to clarify access to the State Board of Pharmacy's prescription monitoring program (PMP) for controlled and specified noncontrolled substances.

Requires mandatory reporting of dispensing information by all entities dispensing controlled substances in Mississippi, including licensed pharmacies, institutions, and practitioners.

Grants specific access to PMP data to registered pharmacists and practitioners, law enforcement officials, regulatory boards, Medicaid, courts under subpoena, individuals requesting their own records, and the Director of the Mississippi Bureau of Narcotics for drug diversion investigations.

Establishes that PMP data is confidential and not subject to federal Freedom of Information Act or Mississippi Open Records Act provisions, with exception for generic statistical data for research or educational purposes.

Sets penalties for pharmacists or practitioners who knowingly fail to submit or knowingly submit incorrect drug monitoring information, including actions against licenses and administrative penalties.

Sunsets this section on July 1, 2014.
