Amends Section 63-7-83 to require trucks, trailers, or carriers with a gross vehicle weight rating or gross combination weight greater than 26,001 pounds to be equipped with and secure a tarpaulin, canvas, or similar covering when carrying loose materials including sand, dirt, gravel, rock, debris, rubbish, or other substances that may sift or escape.

Amends Section 63-7-85 to allow trucks, trailers, or carriers with a gross vehicle weight rating or gross combination weight less than 26,001 pounds to comply with loose material requirements by either not loading material within six inches of the top of the bed or by installing and securing four six-inch sideboards with a minimum six-inch clearance between the top of the sideboards and the top of the load.

Defines "loose material" as any substance that may sift, fall, or otherwise escape from the hauling vehicle.

Applies these requirements to vehicles traveling on state, United States, or interstate highways in Mississippi.

Takes effect July 1, 2011.
