Amends Section 23-15-11 of the Mississippi Code to add voter fraud as a disqualifying conviction for voter registration eligibility.

Prohibits individuals convicted of voter fraud from voting, joining the list of crimes under Section 241 of the Mississippi Constitution of 1890 that disqualify voters.

Requires the Mississippi Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for review under the Voting Rights Act of 1965.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965, making federal preclearance a condition of implementation.
