SB 2836 - Rose Isabel Williams Mental Health Reform Act of 2011

• Authorizes the State Board of Mental Health to adopt regulations ensuring core adult mental health services, child mental health services, intellectual/developmental disability services, and crisis services are available in every county of the state.

• Requires the Board to appoint a Medical Director for the Department of Mental Health to provide clinical oversight, implement evidence-based practices, and ensure standards of care.

• Establishes a Strategic Planning and Best Practices Committee consisting of 15 members including State Board members, university psychiatry leadership, Medicaid director, community mental health center directors, advocates, consumers, and business experts to evaluate and recommend improvements to mental health services.

• Directs regional mental health/intellectual disability commissions and centers to submit annual itemized service plans identifying which core services they will and will not provide, with decertified providers becoming ineligible for state Medicaid reimbursement and other funding after a six-month probationary period.

• Requires the Department of Mental Health to provide community mental health center directors with monthly lists of discharged patients in their catchment areas and referrals for community-based services, and requires providers to report when services are initiated.
