Authorizes county boards of supervisors to use road equipment and county employees to bury poultry that dies as a result of natural or man-made disasters or emergency situations.

Applies only to concentrated animal feeding operations containing at least 10,000 heads of poultry per house.

Requires the board of supervisors to adopt a formal policy by placing an order in its minutes authorizing the poultry burial program.

Mandates that poultry burial comply with Mississippi Board of Animal Health requirements and regulations, and that the owner provide written permission and sign a liability waiver before burial occurs.

Specifies that livestock or poultry must be buried on the owner's premises, property provided by the owner, or an approved site; effective July 1, 2011.
