Increases fine for failing to have proof of liability insurance in vehicle from unspecified amount to $1,000, with reduction to $200 if proof of insurance is shown at hearing or payment date.

Fine distributions: municipal courts deposit one-third to municipality general fund and divide remainder equally between State General Fund and State Trauma Fund; county courts deposit one-third to county general fund and divide remainder equally between State General Fund and State Trauma Fund.

Authorizes Department of Public Safety to implement a motorist identification database program to identify uninsured motorists, with option to contract with private vendor experienced in state liability insurance programs and large-scale data management.

Requires all motor vehicle liability insurance companies to cooperate with Department of Public Safety by providing recurring information to maintain the database and requires Commissioner of Insurance to notify Department of Public Safety when insurers cease operations in Mississippi.

Takes effect July 1, 2011.
