Requires anemometer towers 50 feet or taller located outside municipal boundaries to be marked, painted, or flagged to be visible during daylight hours.

Mandates the top one-third of towers be painted in alternating bands of aviation orange and white, starting and ending with orange.

Requires two marker balls on each outside guy wire, contrasting ground markings around anchor points, and seven-foot safety sleeves at each anchor point.

Towers erected before the effective date must be marked within one year; towers erected after must be marked upon erection.

Violations constitute a misdemeanor; the act repeals on July 1, 2013.
