Amends Section 25-31-11 to authorize district attorneys to file suits and handle collection matters for counties and municipalities under specified sections.

Brings forward Section 19-3-41 regarding county board of supervisors' authority to contract with district attorneys, private attorneys, or collection agents to collect delinquent payments owed to counties, with collection fees not exceeding 25% within Mississippi and 50% outside the state.

Amends Section 21-17-1 to allow municipalities to donate surplus real property to state institutions of higher learning without reverter clause if a civic or eleemosynary nonprofit commits in writing to contribute at least $2,000,000 for capital improvements or renovations.

Clarifies that municipalities may contract with district attorneys to collect delinquent fees, fines, and assessments owed to the municipality under the same terms as county collection arrangements.

Effective July 1, 2011.
