Creates the Professional Contract Indemnity Clause Study Committee with 21 members including attorneys, engineers, architects, surveyors, contractors, legislators, and state officials to study indemnity provisions in professional services contracts.

Committee shall examine insurance coverage availability for indemnified negligence, review applicable federal law, analyze other states' statutes voiding indemnity clauses, and recommend proposed legislation.

First meeting must occur no later than June 1, 2011, with the Governor-designated chairperson calling the meeting; legislative members receive compensation for committee meetings when Legislature is not in session.

Department of Finance and Administration shall provide research, clerical assistance, and other support necessary for the committee's work.

Committee must submit findings and recommendations to the Governor and all legislators by December 1, 2011, for consideration during the 2012 Regular Session; the committee provision expires January 31, 2012.
