Amends Section 69-15-9 of Mississippi Code to require veterinarians to obtain approval from the Board of Animal Health before providing veterinary services for disease control, eradication, or prevention at stockyards, livestock auctions, equine sales, or other livestock trading events.

Grants the Board of Animal Health authority to adopt rules and regulations necessary to implement the veterinarian approval requirement for livestock trading venues.

Maintains existing Board of Animal Health powers to control contagious and infectious diseases of animals including anthrax, tuberculosis, brucellosis, rabies, and other specified diseases through quarantine and inspection authority.

Preserves requirements for State Veterinarian officers to obtain consent or legal writ before entering private enclosures, with protection from personal liability except for gross negligence.
