Amends Section 25-32-7 to authorize county public defenders to assign duties to all office employees regardless of the funding source for those employees.

Clarifies that public defenders have authority over their office staff whether employees are funded by county, state, or other sources.

Repeals Section 25-32-21, which contained provisions for repealing the county public defender system upon implementation of a statewide public defender system that is now defunct.

Takes effect upon passage.
