Amends Section 49-15-81, Mississippi Code of 1972 to expand the definition of "saltwater minnow" to include species within the families Cyprinodontidae, Fundulidae, and Poeciliidae.

Requires fishermen to obtain a saltwater live bait license before catching or transporting saltwater minnows for sale, with fees of $50.00 for residents and $100.00 for nonresidents.

Mandates that all minnow traps in Mississippi marine waters display corrosion-resistant metal or plastic tags permanently stamped with the licensed fisherman's full name in letters at least 3/16 of an inch high.

Exempts licensed live bait catcher boats and licensed live bait dealers from the commercial minnow licensing requirement.

Effective upon passage.
