Authorizes the Secretary of State, with Governor approval, to convey two contaminated brownfield sites in Harrison County, Mississippi to Cavenham Forest Industries, Inc. for remediation purposes.

Requires Cavenham Forest Industries to bulkhead and fill two contaminated inlets to Turkey Creek as part of the cleanup plan for the former Cavenham Forest Industries site in Gulfport.

Authorizes the State to acquire newly created water bottoms, marsh, and other lands from Cavenham Forest Industries of equal size and value to replace the conveyed contaminated tidelands as public trust lands.

Requires a qualified appraiser selected by the Secretary of State to determine the value of parcels being exchanged, and mandates a competent surveyor prepare accurate legal descriptions of lands to be acquired by the State.

Makes Cavenham Forest Industries responsible for all costs associated with the appraisals and surveys required for the land exchange.
