Reenacts the Mississippi Delta Area Workforce Training Project, a pilot program designed to improve job retention and expansion in the Mississippi Delta region by coordinating workforce assistance programs.

Establishes a Delta Workforce Coordinator position, appointed by the Delta Workforce Cabinet, to conduct employer meetings, identify workforce needs, and coordinate services among economic development entities, community colleges, and workforce agencies.

Creates a 12-member Delta Workforce Cabinet composed of representatives from four community colleges, the Mississippi Development Authority, Department of Employment Security, Delta Workforce Investment Area, and five business leaders appointed by the Governor, Lieutenant Governor, and Speaker of the House.

Extends the repeal date of the Mississippi Delta Area Workforce Training Project from July 1, 2011 to July 1, 2016.

Requires the Delta Workforce Coordinator to submit a report to the Legislature and Governor before January 1, 2011 describing pilot program activities and evaluating its effectiveness.
