Amends Section 19-29-9 of the Mississippi Code to authorize regional railroad authorities to accept associate members from counties, municipalities, and other political subdivisions located outside the authority's jurisdiction.

Associate members may include entities outside the geographic boundaries where the regional authority currently operates.

Regional railroad authorities are public bodies created by two or more counties with railroad properties or abandoned railroad facilities to exercise railroad-related functions.

Takes effect upon passage.
