Reauthorizes issuance of distinctive motor vehicle tags supporting the Department of Marine Resources, effective July 1, 2011, with an annual fee of $30.00 per vehicle.

Directs $24.00 of each $30.00 special license tag fee to the Mississippi Seafood Marketing Program Account within the Seafood Fund.

Allocates $1.00 of each fee to the Mississippi Burn Care Fund and remaining funds to the State Highway Fund for repair, maintenance, and construction of highways.

Establishes the Mississippi Seafood Marketing Program Account as a special account within the Seafood Fund to receive license tag revenues and other public or private funds for promoting the Mississippi seafood industry.

Requires distinctive license tags to satisfy provisions of Section 27-19-44(3) prior to July 1, 2014, for continued issuance.
