Authorizes the Department of Rehabilitation Services to borrow money from the Mississippi Development Bank or other financial institutions for construction, repair, renovation, furnishing, or equipping of facilities owned or supervised by the department

Requires the department to certify available revenue for loan repayment and confirm it will not request additional state appropriations to pay debt service before entering into any loan

Permits the department to borrow up to $7,000,000 specifically for construction, repair, renovation, furnishing, and equipping of its office building located in Madison, Mississippi

Exempts the Department of Rehabilitation Services from certain standard requirements (Section 31-25-27(14)) when borrowing under these provisions

Effective date of July 1, 2011
